The discussion of immigration reform is necessarily a heated debate. It has to be heated and intense. For if we are in agreement to allow an unmetered flow of miscreants to cross what is supposed to be a border, we cease being a nation.
There is but one certainty in this debate: No one who lives outside of the United States has a right to step foot on our soil without expressed written permission of the laws of this country enacted by the Congress and signed into law by the President. No unilateral action by the Executive is law. That is the rule of tyranny, and we must at the outset rebuke those attempts.
Anything beyond that is up for debate and I offer the follow plan to address immigration situations.
Plank One. Not green cards or employment visas are to be granted to anyone for admission into the United States unless a job has been unfilled for over a year and every reasonable attempt has been made to hire an American citizen for that job; it shall be unlawful to fill a job with a foreigner at a lower rate than the geographic region's average rate for that job; if such a rate cannot be determined, then the rate will be the national average throwing out the highest and lowest rate. And the foreigner cannot be employed without a security bond being paid by the employer equal to two years' salary to cover any costs associated with damages and or criminal justice costs. Should the foreign worker be adjudicated as guilty of having committed any non class one misdemeanor or above (including felony), that worker is permanently kicked out and the security bond will be revoked and the costs used to reimburse the locality for legal expenses; all assets that the foreign worker accumulated while being here shall be seized and auctioned off; should the worker have a child or get married while here, then the foreign worker is still sent home and it is up to that worker to arrange relocation of his/her family at his/her expense.
Plank Two. The immigration process shall be streamlined to process paperwork in a timely manner not to exceed one year from start to finish. Upwards of $10 billion will be allocated to provide resources for staffing and technology to make this immigration system responsive to the nation's needs; at no time will there be an increase in immigration levels until the system can handle the current workload and reduce the average waiting time to one year; at such time annual immigration increases will be subject to Congressional approval not to exceed the national birthrate; and when unemployment is over 8%, there is no increase in legal immigration to be allowed.
Plank Three. A lethal and extensive three layer perimeter fence will be built along the United States/ Mexico border that shall consist of fences with barbed wire, concrete foundations a minimum of 20 feet below ground and spaced 100 feet apart in three rows of the same construction - interspersed between these layers will be explosives and barbed wire to administer lethal eternal entrapment of illegal border crossers - cameras, drones and sensors will be spread throughout the perimeter with guard towers space no more than a mile apart with full array of cameras and heat and other sensors with 5 of these stations being monitored by border patrols. Shoot to kill instructions will be given to anyone caught in this 300 foot wide perimeter and the remains will not be retrieved and will be on permanent display to discourage potential violators. Tunnel monitoring equipment will be set up with a vast array of seismic equipment and tunnels will be filled with concrete and rebar immediately upon detection and anyone caught in the tunnels will be ordered at gunpoint back across the border with any resistance resulting them being entombed as the concrete is poured. The intention of the border fence is to be a lethal border crossing that seeks to neutralize any invasion by non-documented personnel. At no time will compassion be considered since the time for that is to be done with legal paperwork where admission can be handled on a case by case basis.
Plank Four. Immediate requirement for legal identity papers to be used to perform the following transactions: hiring, renting or selling or purchasing residential or business properties. This will require all people in the United States to produce a birth certificate when performing any task above; failure to have legal documents will subject you to being interviewed by ICE and those unable to produce birth certificate shall be subject to deportation - there will be upwards of $1 billion committed to establishing production of birth certificate records within 24 hours of filing. Further funds will be allocated from general revenues to ensure that US citizens born of at least one US citizen will have an expedited digital version of their birth certificate available after the first year of this program; all states and localities will be required to have all citizen birth certificates online and in a digital form upon request by ICE within one year of this program's start.
Plank Five. All residents of the United States who cannot prove their US citizenship will be allowed to stay in the United States, but they will be subject to a "Greed and Selfishness" tax - equal to paying twice whatever the rate of a citizen's income, property, or other imposed tax. Failure to comply with this provision will result in immediate deportation; all of those who cannot prove citizenship in the United States will be deported whenever and wherever possible. All police encounters will be required to produce citizenship documents; failure to produce will result in detainment until such time as documents can be produced within no later than 48 hours. All properties and assets of deported parties will be confiscated under asset forfeiture laws and auctioned and receipts will go back into the immigration department funds to increase potential legal immigration. Anyone deported automatically forfeits any future immigration process consideration and is barred from ever setting foot into the United States again; if caught here, there will be an automatic life sentence in prison to prevent habitual offenders.
Plank Six. All residents of the United States shall be obligated to obtain their own birth certificates at no cost within one month of this plan being implemented; states will be given $1 billion to immediately make the documents into digital form and access instructions will be given to the citizen for future use. This is to create a redundant federal system to back up the state created records.
Plank Seven. At no time will any undocumented, non-citizen be allowed to receive healthcare, schooling for children, or other state and federal benefits. All benefits that a citizen is allowed to access will be denied to all residents who cannot prove their citizenship or provide their legal immigration papers. It is the intent of this provision to be a lethal experience for those who fail to comply with US immigration policies and procedures and is to be enforced with zero tolerance.
Plank Eight. This provision shall allow any illegal alien who is currently in the United States up to 30 days to vacate the country voluntarily and to take with them what assets they can carry without any extreme prejudice to future legal immigration proposals; upon the 31st day after enactment, it shall thus be presumed that your presence here without legal papers is violative of laws of the United States and you shall be handled without any respect for anything about basic human needs while you are being deported. All deported individuals will have chips implanted into their bodies and dna taken and a national database employed to ensure that you shall never become a US citizen. Having abandoned the 30 day grace period, you are thus considered an enemy of the United States and subject to any punishment including lethal as deemed necessary.
Plank Nine. Any and all human traffickers who are caught will have an expedited judicial process and executed by firing squad in public and all cases will be subject to expedited Supreme Court appeal and then executions will be carried out immediately within 24 hours.
Plank Ten. All forced deportations will be done to the country of the illegal alien's origin.
Plank Eleven. Congress shall enact legislation barring the US citizenship to any child who does not have at least one natural born US citizen; any anchor baby of two non-citizen parents without legal immigration status shall be considered persona non grata in the United States and barred from US citizenship until such time as they turn 21 years of age or have spent at least 21 years outside of the United States. It is up to the parents to remove the child from American soil and the citizenship counter starts when the child is brought to the border, chip implanted, and documented if missing. Birth certificates for anchor babies will be flagged as non-citizen in the digital format and dna will be taken from the baby at birth along with chip implanting.
Plank Twelve. Any attempt to falsify or to avoid compliance with any of these provisions shall result in life in prison without parole; creating false documents or intentionally providing false information on any federal form or committing any crime, whether local, state, or federal, shall be grounds for life in prison without parole.
Plank Thirteen. Any locality that practices "sanctuary" state properties will be have all of those individuals who approved such claims brought to face felony charges upto and including treason and subject to the penalties thereof. All forms of government will be identified as being there to work only for citizens and legal immigrants and harboring or assisting illegal aliens is punishable up to the fullest extent of the law without parole.
Plank Fourteen. It is considered that the citizen's birth certificate will establish citizenship and any naturalize d citizens shall be required to produce their immigration papers from the State Department - which will be charged to also make available within 24 hours all naturalized immigrants their legal papers free of charge and then in digital form where the citizen can access online.
Plank Fifteen. Life or death healthcare provision - in the situation that the resident is unable to communicate because of life and death complications, hospitals and healthcare workers shall be allowed to provide all medical care that is necessary to save the person's life; upon the regaining of conscience, the patient shall be required to produce citizenship/birth certificate documents or to have someone obtain those with 24 hours of request. Failure to produce shall result in an automatic discharge from the hospital and immediate deportation will result for failing to have documents produced.
